North Dakota and Drexel: open programs, NDBON recognition and APRN clinicals

Drexel's State Regulations page puts North Dakota on its NP list, covering every MSN NP track and post-master's NP certificate, and on its DNP list. North Dakota doesn't appear on the RN-to-BSN or advanced-role MSN lists, so those programs admit its residents. Drexel owns that rule; its state authorization mailbox, sara@drexel.edu, handles questions.

Each open program carries supervised hours: the RN-to-BSN's 36 planned clinical practice hours, and a 160-hour practicum in the Nursing Education MSN or the Leadership MSN. In Leadership, Drexel's track director helps you choose the site and preceptor.

The North Dakota Board of Nursing counts study leading to LPN, RN or APRN licensure as pre-licensure, so its distance education recognition reaches NP programs that put students in North Dakota facilities. It works in stages:

1. Authorization firstColleges granting degrees to North Dakota students must be authorized, or exempted, by the State Board of Higher Education. NDBON asks for evidence of that, or of NC-SARA approval.
2. The recognition requestIt's due to NDBON 60 days before students begin any planned activity, with a yearly fee for graduate programs.
3. A filing every semesterBefore students start, the school reports who they are and their North Dakota or compact licenses, which courses and facilities are involved, the preceptors and faculty with resumes and licenses, the signed affiliation agreements, and a statement from each facility confirming clinical space.

State law frames it. NDCC 43-12.1-17(1) wants out-of-state programs approved by the nursing board in their home state, and NDCC 43-12.1-04(12) exempts their students' practice once the Board has written notice, subject to clinical site availability. NDBON doesn't describe RN-to-BSN programs as covered by recognition.

North Dakota is full practice in AANP's ratings. Its RN licenses carry multistate privileges from January 19, 2018, and on March 9, 2021 it became an early adopter of the APRN Compact, one of five states so far; the compact starts working only once seven have signed on. No North Dakota preceptor incentive showed up in our research.

Clinicians practice in Fargo, Bismarck, Minot and Grand Forks. Sanford Health runs medical centers in both Fargo and Bismarck; Essentia Health has a Fargo presence; Grand Forks has Altru Health System, Minot has Trinity Health and Bismarck also has CHI St. Alexius Health. Fargo's and Grand Forks's metros reach into Minnesota, also on Drexel's NP list.

A Drexel NP student relocating to Bismarck or Fargo should raise it with Drexel before the move; CNHP's compliance page cautions that a change of state can affect clinical requirements.
